Rose View Center

Rose View was one of the most exceptional nursing homes in the Williamsport
area in her prime. Now it has become exceptionally poor. There are only a very
small handful of nurses who have been at this facility for one year or longer
(probably less than 15 including RN and LPN for all halls and all shifts). They
are relying very heavily on agency nursing that while legal, makes for no
continuity of care for residents, families, and physicians. CNA staff is also a
constant turn over. They have failed the state required survey not once in the
past 6 months, but twice. currently they are waiting on the state to come back
in for one more chance at redemption, if the problems are not fixed, the facility
will be closed down. Nurse to client ratio is so poor that for 63 patients there is
usually one LPN and one RN. The RN generally handles the paper work end of
things while the LPN attempts to handle medication passing treatments and
any incidents that come up along the way. Nursing staff is "too busy" filling out
needless paperwork to help CNA staff with important matters as toileting
changing bathing and feeding residents because they feel a constant internal
conflict of "quantity or quality?". Often nursing staff is forced to take short cuts
or delegate work to unlicensed personal. This problem is not new, however it
seems to be becoming worse as management in a last ditch effort to save face is
piling more policy procedure and paper work on nursing staff, while not
addressing the most critical need of continuity of care and proper staffing for
resident safety. In the past month management has fired approximately 10
nurses for not fulfilling paper work. I have to say the nursing staff at Rose
View is amazing. For every time they are forced to handle "running short",
somehow they manage to get the job done to the best of their ability. If by
some miracle Rose View passes the state survey and hires enough qualified
nursing staff to at least fulfill the minimal staffing requirements I believe Rose
View can be exceptional once again. Until this happens, I would not recommend
Rose View to a friend, neighbor, or even enemy.
