As there is no federal regulatory agency for long-term care facilities, Louisiana's Department of Health and Hospitals is responsible for overseeing these operations. There are four levels of care in the state.

Level 1- Personal Care Homes provide room and board and personal services for compensation for between two and eight residents.

Level 2- Shelter Care Homes provide these same services for nine residents.

Level 3- Assisted Living Facilities provide these services for "two or more residents that reside in individual living units which contain a minimum of one room with a kitchenette and private bathroom."

Level 4- Adult Residential Care Providers provide "lodging, meals ,medication administration, intermittent nursing service, and assistance with personal hygiene, transfers, ambulation, dressing, housekeeping and laundry."

Residents of Baton Rouge have an overall cost of living equal to the national average, according to the Bureau of Labor Statistics. The combined state and local tax burden is just 8.2%, one of the lowest in the country. And senior care in the Capital City is reasonable. A private, one-bedroom in a Baton Rouge assisted living facility averages $2,913 a month, according to a recent Genworth Financial survey on long-term care. The national average is $3,261. For a private room in a nursing home, expect to pay $158 a day on average--a semi-private averages $135.

Culturally, Baton Rouge is a mix of many different heritages thanks to its Cajun influence and the variety of students who attend LSU and Southern University. Seniors will find many ways to spend their time whether it's touring the Magnolia Manor Plantation House, listening to the Baton Rouge Symphony Orchestra, or cheering the powerhouse LSU Tiger football team.
